I have never heard the term 'sluppe' in Danish. But I assume the writer means 'slubre' as in, "Vristen er forholdsvis lav for at undgå, at støvlen slubrer."
I suggest using 'loose' as the English translation. The boots shouldn't feel / be too loose.
