Chinese to English Art/Literary Poetry & Literature Fiction novel

This is in the context of getting on the Internet in China in the 1990s. The main character is playing mahjong online. I'm not sure what the firewall was like or what restrictions on surfing would have been then. This is not about smuggling or customs per se.
