It's acutually more or less the same as 应急响应(emergency response). So I think response is the best word here to use.

其实，这里的“处置”，本意就是“处理”，前面出现了“应急\"处置\"过程”，后面出现了“协调应急\"处理\"工作”，只是表达时没统一而已。
这里的处置不可能是财务上的disposal，因为其意思是处置资产（包括出售变卖）
