In general, to “前置” means to move/shift something forward. However, the “前” in “前置” is used with a variety of different meanings.


1. Online, I see some documents where “前置化” is used with the meaning of “movement forward in time”, i.e., to do something earlier than previously planned, to “bring forward” something. In this case, “推进国际经贸应诉工作前置化” might mean, “To promote international trade, one should insist on bringing the work forward in time.” (Or more literally, using a gerund and article for “化”, it would be “insist on the bringing forward in time of the work”.)

2. However, I also see places online where “前置化” is not used in a temporal sense but where instead it seems to mean to shift something forward either _in importance_ (with “前置” meaning to “prioritize” something) or else _among the steps in a process_ (with “前置” meaning to “place earlier in the process” or to “shift forward”).
