Yes, it does seem to imply that someone other than the buyer could be the owner of the pass (could be a child, or group who have had their passes bought, or part of a pack hotel/pass, etc).
I understand that they are saying whoever that is, is considered the buyer. So even if they didn't actually purchase it, they are considered "buyer".
Maybe you should request a little more context of this sentence to be sure.
