Thank you all. I believe I have solved this, however. I think it means 'to take on', as in 'they took him on as a client' or 'they took on the work'. The context in TargamaT's link was useful in this regard, so thanks especially to him.

Nothing comes before it. It's the beginning of a clause in a contract, so it doesn't mean 'immediately' or 'directly' as it usually does. Nor does it seem to be a mistake, since the same phrase appears more than once.

Yes, but undertaking/commencement of what? The only way the word makes grammatical sense in the context is if it's in genitive construct with الجهة المعنية. But this gives us "the undertaking/commencement and representation of the party concerned", which isn't meaningful.
