"Placing in care" doesn't seem right in the context, though the second paragraph does suggest a more "caring" approach to people who commit domestic violence. Any thoughts?

behandeling van plegers: in de hulpverlening is meer aandacht gekomen voor de behandeling van plegers van huiselijk geweld. In de forensische psychiatrie zijn vormen van daderbehandeling tot ontwikkeling gebracht die eraan bijdragen dat effectief de keten van geweld wordt doorbroken. Ook zijn meer systeem-gerichte vormen van behandeling en hulpverlening op gang gekomen.

The first bottleneck in current regulations is that the police are only authorised to take a perpetrator of domestic violence to the police station for further questioning in specific cases. These cases include cases where the perpetrator is caught in the act or where the offence committed warrants pre-trial detention. This is not always the case. Other means of issuing a perpetrator with an eviction order are limited as well. The judge may allocate a house to the victim in divorce proceedings.

Recommendations

As a result of the inquiry in Austria and Germany, the investigators conclude that the means to evict perpetrators of domestic violence from the home should also be instigated in the Netherlands. They have formulated three recommendations:

The police should be given the authority to issue a perpetrator with an eviction order and an order prohibiting contact as a form of crisis intervention. The possibility of a statutory basis for police intervention in a crisis should be given serious attention.
Civil law should provide for the possibility of an eviction order and an order prohibiting contact. Current possibilities should be investigated and enhanced or supplemented where necessary.

agree Adela Van Gils : I think you are right and that in this case it refers to perpetrators of domestic violence. So enforced relocation. Mostly men are thrown out of the house that way; even though a lot of children die under the hands of their mothers. See cases in The Neth

In the case of perpetrators of domestic violence "eviction order" seems a good option. There is also a fair bit of support for "exclusion order", which I found in one of my legal glossaries (it had been misspelt!): http://www.sstaffs.gov.uk/Default.aspx?page=2613 An exclusion or ouster order can exclude a violent partner from the home. These will however, only be granted for short periods of time. This is because they are not intended to interfere with long term rights of an individual to occupy the home. Their main purpose is to provide safety, whilst a permanent housing solution is sought. Some sites do suggest that an exclusion order is specifically issued where children are involved: www.homeoffice.gov.uk/docs/civlaw.pdf The criminal and civil law provide a range of protective measures in situations of domestic violence. Civil remedies can provide protection through: - an exclusion order where child protection is concerned under the recently amended Children Act 1989 (CA). Civil remedies can also provide protection through the use of the occupation order. It is argued that in many of these cases a child may need further protection by removing the abuser from the home. This removal is provided for in law by an exclusion order or by an undertaking made by the suspected abuser to the court."

Please note that this reference relates only to the other context mentioned by Siobhan. Since her suggestion (‘care order’) helped me in a translation (of a ‘beschikking uithuisplaatsing’) I am currently working on, I thought I'd stick this up in case it's of some use to future Googlers looking for info on the other meaning of ‘uithuisplaatsing’, which is normally used in the context of minors.....
