dvojpolohový princíp

In this poor context I would suggest to use "dvojpolohový princíp". Maybe some explanation would follow, stating that there are only two otions: visa or work permit has been GRANTED or NOT GRANTED.

Typically this term used with voice transmitting systems - i.e. talk or not.
