This is in reference to a Quality Management Handbook. It basically means that this handbook may only be read and kept by authorized employees/departments, and may not be passed on to anyone outside this authorized circle. Is there a standard term for this?

Can someone give me an ISO or QS interpretation definition of what is a "Controlled and Uncontrolled Copy" I would like to know when a company should consider what they must control and what they can consider for reference use only.
A Controlled copy is always at the correct/latest revision level. When a change is made, it is retreived and replaced.
An Uncontrolled copy is a bit harder to get you hands around, and is where the variation comes in. Other than it is not replaced when a new rev is issued.....it could mean anything.

Each individual issued a controlled copy of the EMS Manual is responsible for maintaining a current version, and for the manual's safekeeping.
Uncontrolled copies of the EMS Manual may be distributed outside of WSU's EH&S (e.g. other activities, departments, facilities or other interested parties either internal or external to WSU). All uncontrolled copies are to be marked "Uncontrolled-For Reference Only".

: Qualitätssicherungshandbücher werden verteilt und die Personen/Firmen, an die es verteilt wird, werden registriert, das ist hier mit Überwachung gemeint, lediglich die Verteilung. Das hat den Zweck, dass Revisionen dann ebenso verteilt werden können.

Although "monitored copy" is a correct literal translation for this, I am wondering how a handbook can be monitored, so this is a suggestion in regards to what this term actually seems to stand for.

: normalerweise sind Qualitätssicherungshandbücher absolut nicht vertraulich. Ihr Sinn und Zweck ist es, Interessenten und den eigenen Mitarbeitern zur Verfügung gestellt zu werden, damit jeder über die "tolle" Arbeitsweise informiert wird.

: I'm with you, Renate. If a copy is confidential it is subject to controls. "Monitored copy" just isn't something native speakers would readily understand.

sorry if I insist but I am working in a quality department and know a little how quality assurance or management handbooks are handled :))
They are given to customers or inspection agencies, potential customers and of course to the own staff (not to everybody but everybody can and has the right to get one). The diffusion is controlled what means that there is a register/calendar where you can see (the diffusing personnel) who has got one and in case of revision the concerned people get the revision, too (and have to give back the old one).

: I'm sure you know how QM works but you've got a few problems with your English: diffusion/diffusing (distribution), "the own staff" = in-house staff, "what means" = which means, "the personnel who has" = have

Kim, I know that my English is far from being perfect but I did not know that only native speakers are allowed to talk English here. Moreover I don't understand what you mean by "the personnel who has"=have ... but that's not important
