I've done a lot of work on SAP's Utilities solution and have seen this before. The Verbraucher in this case is the device itself.

Maybe I'm being over-simplistic, but I think this simple solution would work here. I assume it's like the system used with night storage heaters on Economy 7 type systems where the power company sends a radio signal to switch to low cost power when they have a sudden excess of power
