Depende mucho del CONTEXTO, el origen, la función precisa, etc. Además en inglés (USA) puede variar también.

Supongo que se trata de la persona a cargo de una mesa electoral y de los demás colaboradores en la misma.

I thinking more I would qualify this further, since a precinct chairman aften refers to a party worker in charge of a precinct.

Then he or she will ask you to sign next to your name in the precinct register. Dependiendo del país anglohablante en cuestión puede variar. En los EE.UU no se habla de "presidentes" y "secretarios" de mesa, sino en general de "election judges".
