Impulsive reactance
Apologies - this is a purely literal translation and I was unable to find an instance of the phrase 'impulsive reactance' in use on-line.
You probably know this already, but 'reactance' is defined as:
n : opposition to the flow of electric current resulting from inductance and capacitance (rather than resistance)
Impulsive is a term that does apply to turbines, e.g. "An impulsive turbine is one in which the driving energy is supplied by the water
only in kinetic form" (www.tdx.cesca.es).

: Combine the two answers for success: IMPULSE REACTANCE...this refers to the theorectical concept. "Impulse reaction turbine" is the developed term for the machine application.
