This is the standard phrase used in the legal community; you might get away with "übereinstimmend angewandt". :-)

: stetig impliziert das Fehlen der Sprunghaftigkeit, einheitlich zu hoch und nächstes Jahr einheitlich zu niedrig ist nicht stetig (wohl aber einheitlich)

Ja, ich verstehe deine Begründung. Ich habe eher an "von allen immer wieder in derselben Art und Weise verwendet" gedacht... aber zugegeben, ich habe meinen Zuversichtsgrad wohl zu hoch gestuft.
