English Other Tourism & Travel Tour operator cancellation policy
For an hotel offering tour & packages

In the cancellation policy it is said that "no show stays" will be charged at 100%.

The packages do not include any show (in the classical meaning of the term)

Does it mean without any extra? (travel, ...)

when booked passengers fail to turn up

No show - means they don't show up on the day of travel, on the day they are supposed to check in. They just don't take the holiday, without formally cancelling it and are therefore liable for the full cost of the holiday.

customers who do not show up (do not go), without informing the hotel/travel agency

See Merriam-Webster definition in the link. The person schedules a stay (in a hotel, etc.), and does not cancel, but does not show up. So basically, if you decide not to go, and don't go, but never tell the hotel/travel agency, you will be charged 100%.
