I am not exactly sure what to make of "Rechtsverordnung zu(m)" in the following sentences:
Da die neue ArbStättV eine Rechtsverordnung zum ArbSchG ist, ....
or
...gilt die neue ArbStättV als Rechtsverordnung zu § 18 ArbSchG ....
It sounds like there must be a very specific term for it in English, but I am getting so many general options in my dictionaries that I don't know which direction to go in.

I wouldn't use "directive" because in legal documents Directives are usually understood as "EU-Richtlinien".
