It's a typo for Zweitrechner, as in Zweitwagen, Zweitwohnung or Zweitbuch. Zeitrechner does not make sense IMHO. Keeping the old computer as a spare (e.g. for accessing the internet or for the kids) is something many us do.

Rechner would be the computer, Zeit would be temporary, but I've never heard of a temporary computer, I suppose, it's just a stand-by i.e. a Reservecomputer
