I am sorry Duncan, but if you're in the running for PM, then I'm obliged to share what I know with the senior members of the party. It's serious, you see. If this ever got out, there would have to be full enquiry by the Inland Revenue and the Fraud Squad. Though that wouldn't matter if it's all ***above board*** as you say it is. And I'm sure it is, if you say so.

I think this is a bit more than straightforward - it is the legality that is an issue here - hence the reference to the Inland Revenue and the Fraud Squad.

The obvious implication is that something is not as it should be - there is some kind of evasion/tax dodge going on, which the speaker is quite aware of.
