Ein Pflegling bzw. eine besachwaltete Person ist eine natürliche Person, die keine Rechte für das Safefach besitzt, obwohl er der Mieter ist. In diesem Fall wird ein Bevollmächtigter mit der Vollmacht "Sachwalter" benötigt, der das Safefach verwaltet.

This sounds to me like a trustee/ward situation. E.g. a box is rented in a minor's name for storage of valuables owned by the minor but administered by a trustee.

bankrupt debtor or a debtor in bankruptcy

During composition proceeding acreditors' trustee or a supervisor may be appointed by the court to supervise the debtor's transactions. Such may be the case here. The debtor is not actually a ward of the court, but he/she is not permitted to transact business or make full use of a safety deposit box without court-oredered supervision.
