implementing authority

"toteuttajaviranomainen" is the person, usually a civil servant, who is responsible for public funds on behalf of a local or central authority. "Toteuttaja" is the Project Manager, a private individual who manages the project and who must be able to show the implementing authority that the funds were properly spent.
