Hi, I'm translating into Russian an Interpol document where they widely use the above term. Notably, they use, for example, 'underlying offense' not in the meaning of 'failure to appear in court,' as some US legal documents define it, but just in the meaning of 'basic crime.' According to what I saw, however, "основное преступление" is too general to fit here. Thought of "основополагающее преступление", but there's no such term. Thought of "первичное/предикатное преступление", but it's too narrow and doesn't fit, either. Any chance someone has an idea of a Russian legal term that might fit here?
