It's not even obvious with one would be bigger - is each "district" (as fas as the specific company is concerned) subdivided into several "areas", or is it the other way round, you can't guess a priori. If no specifics are given, the two terms could also, for all we know, be used without any "hierarchy" between them.
You need to take a close look at the specific company.
