"minimal clothing" is an inocous phrase, whereas any hint at indecent or sexually suggestive clothing is a misinterpretation.
Minors (from a non-paedophile perspective) don't wear indecent clothes. By their very nature children or their clothese are not indecent or sexually suggestive....they only become so if they raise the deviant appetite of a paedophile.

: Your last paragraph hits the nail on the head. We can say a toddler in underwear is wearing minimal clothing, but I doubt anyone here would say it's "indecent".
