Discussion

Turdimurod Rakhmanov (asker) Mar 13, 2023:
held Thank you Deborah, I am still thinking the best one is held, as it says постановил что....напр. товарные знаки похожи и т.п.
And you are right regarding the usage. This is a Court of Appeal, as you say held and found seems more for courts.
Deborah Hoffman Mar 13, 2023:
I should add I'm in the US Legal usage may be different in other regions.
Deborah Hoffman Mar 13, 2023:
"held" or "found" seems more for courts Probably a fine point, but it seems to me I hear "held" or "found" mostly for courts, and for administrative agencies it is more common to hear "determined" - or, more rarely, "decided". But for any of these it will be clear what is meant.

Appeals Board Decisions
The Appeals Board issues decisions that resolve specific disputes involving individual parties. Therefore, while you may find the decisions helpful in understanding the positions of the agency, the decisions are not binding on other parties. Additionally, PBGC cautions that each appeal is decided based on its own individual facts, and therefore the holding in a particular case may not be applicable to another appeal that may involve a different factual situation.

Appeals may be decided by a panel of three Appeals Board members or by a single Appeals Board member. 29 Code of Federal Regulations § 4003.61 . Three-member decisions generally are those that are considered significant or relevant to a large number of participants. Only three-member decisions issued since October 1, 2002, are available on this site; single-member decisions are not posted. PBGC's notes that Appeals Board decisions are part of a Privacy Act system of records and therefore personal identifiers are deleted from the decisions posted on this website.
I agree with Eugene.
Turdimurod Rakhmanov (asker) Feb 4, 2023:
held I am more inclined to held, Appeals Board held that...
Eugene Mel Feb 4, 2023:
ruled / decided that ... I would rather use "ruled" but both options are ok
Turdimurod Rakhmanov (asker) Feb 4, 2023:

4 KudoZ points awarded for this answer. Comment: "Thank you, Deborah! Thanks All! Finally I have used "held", to me it means This Court of Appeal found it right and reasonable which can be replaced and rendered by "held". Your points given in the discussion gave me more confidence!"
