ERRATA CORRIGE
Maria scusami, qui si evince come "Vital Statistics" e "Vital Records", siano sinonimi, e non descrivono due istituti separati come credevo:

Rettifico quindi la mia traduzione, dato che "Vital Records" in Italia è "Stato Civile", in UK "BMD" (Birth, Marriages and Deaths), in Germania "Standesamt"...
"Registrar of Vital Records" è "Ufficio dello Stato Civile", che però elargisce anche statistiche di natura demografica a quanto pare, mentre in Italia l'ISTAT è un istituto separato dallo Stato Civile.
"Vital Statistics Act" penso sia a questo punto "Legge dello Stato Civile".

La difficoltà era quindi capire che "Vital Records" fosse sinonimo di "Vital Records", io ho sempre incontrato "Vital Records". Spero di aver chiarito! :)
