: you're on the right track - it's a regulation published in the official compendium of laws - so "ordinance" is a good option.

Rulebook on specialist training of medical staff
Prijedlog. Ne nalazim već postojeći prijevod, ali ovo bi bilo manje-više to.

: This "Pravilnik" is not an internal document specific to the hospital, it's an official regulation imposed by the state (podzakonski akt) so it can't be any kind of "manual/handbook" ... nor "rulebook".

residency training manual/handbook
For the US ( for UK, it may be different)
specialističko us.= residency training ( NOT "specialist")
See here: https://psychiatry.ufl.edu/training/residency/residency-trai...

Discussion
So it is STILL a bad practice to ask questions without providing ANY context for potentially ambiguous terms - a good recipe for a (linguistic) disaster waiting to happen.

FYI, u Srbiji se ’pravilnik’ (kao podzakonski akt) najčešće i zvanično prevodi kao ’rulebook’, a izgleda da je slično i u Hrvatskoj:
https://www.google.com/search?q=site:gov.hr rulebook&rlz=1C1...
Giving a full sentence or two would've probably shown that this "pravilnik" is not any kind of internal document specific to one hospital but a state imposed regulation, cutting short wild guessing.
There is good reason why KudoZ rules require usable context to be given when asking questions.
