Spanish term
referentes

Social Science, Sociology, Ethics, etc.
I've seen this translated as "referents", but I'm not sure if it is correct in English. What is meant here by "referentes" in Spanish is any person, group or organization that can serve as a model, benchmark or leader in a specific field/topic

Referente

stakeholders
I think it works in the context (social science jargon for anyone interested in whatever it is they're describing).
Stakeholder: a person with an interest or concern in something, especially a business.
"Who are community stakeholders? They are generally defined as people, groups, organizations or businesses that have interest or concern in the community. Stakeholders can affect or be affected by the community’s actions, objectives and policies."

"Some examples of key community stakeholders are residents, community groups, developers , government workers (and the agencies they represent), business owners, neighborhood leaders, commission members and other groups from which the community draws its resources."

: We always ask for context, but we don't always read it ...

Cheek; the context is Social Science, Sociology, Ethics, a field beset by jargon. I agree your option is better though.
