Definitely not authority or board IMO ... ... for the simple reason that there are many "freie Schulträger", be they religious organisations or private entities. The "Träger" is generally not involved in the management of the establishment in question. In my region (RLP), for example, "... der Schulträger ist zuständig für Angelegenheiten der Lehrmittelausstattung, Baumaßnahmen und Gebäudeunterhaltung." All the content-related stuff is the remit of other entities (often the ADD, Ministry, school headteachers).

Thanks this is a really cool one, Idon't think this is referring to mere school boards (Schulvorstand m, Schulbehörde f · Schulaufsichtsrat m · Schulamt nt · Schulausschuss m)

But rather something along the lines of official school authorities or umbrella organisation or official governing bodies over one or more schools, but leaving it open to more possibilities, thus the words official and authorities, etc. and not necessarily governing body, since governing body is usually

Having said that, I would still consider using governing body as it is more nebulous than board and a rather familiar term.
