I need you to start by preparing an affidavit to install LDs in Vicarrio's car and work. I want you to prepare an affidavit for the interception of Vicarrio's phones.

It is taken from old Australian series, East West 101. They are instructions from the officer in charge. Are they kind of surveillance stuff?

If this is an old series (i.e. perhaps before GPS was widespread), I think this is more likely.
Also, please note that the 'work place' isn't going anywhere, so presumably there's no need to 'locate it'
