Mando la definición que aparece en el contrato:

Y lo que dice en el Anexo 1:

Es un contrato donde el cliente va a requerir los servicios del contratista cuando los necesite (si acaso los necesita). Es el caso tipico de asistencia ante eventos posibles que pueden ocurrir en diversos momentos y no se conoce por anticipado cuando, como help-desk informático, mantenimiento de urgencia de equipamiento, consultoría ante eventos, etc.
"call out" se utiliza en su acepción de llamada, solicitud, requerimiento, como llamada a los bomberos, etc.

"A Call Out - or Maintenance - Contract is one in which the Client calls out the maintenace contractor or company to attend to any problem with an item of Plant or Equipment (or whatever!).
The terms of the call out can be 24/7 and payment will often (but not always) be in accordance with a previously agreed schedule of rates to be applied as and when the call-out takes place.
Call-Out Contracts are usually for a fixed duration, often 12 months, and they may include for a ’base’ or minimum fee to be paid on a monthly basis."
