You will see some moments that starving the feed would actually help compaction, and some other moments where it is counterproductive. Depending on the context maybe the source sentence is actually correct...
Theoretically some materials may gain good compaction from starved feed, especially when the little amount leads to faster heating and higher temperature. But in 99% of the cases where these machines are used, bad compaction means you let the feed starve. So I would like to recommend you to check the source and review the material in question.
