video playback controls show on the screen and are able to be accessed

Without much else in the way of context, I can only think that it's referring to the playback controls that allow you to fast forward, play, rewind, pause etc., video which usually show along the bottom of a media player.

For example, this site (about halfway down the page) shows a Ted Talk playing on a video player and you can see the player controls at the bottom of the window that the video is playing in. The text below this says,

"Once listening, the player controls open at the bottom of the screen and you can skip forwards 30 seconds at a time, or skip backwards 10 seconds. Or, of course, you can just jump directly to wherever you want in the episode. There are also volume and playback speed controls. When watching a video, there are options for watching in full screen."
