Masoud may have been confused by the word "no", which shouldn't be there. It creates a double negative.

Shouldn't be exposed/subjected to something that shakes/oscillates

I would imagine in this context, the person is injured in such a way, that the use of equipment etc., that vibrates like for example a jackhammer, would risk making the injury worse and thus should be avoided.
