I'm not sure of how 'a ritirare' is being used in this phrase.
I contenitori della sostanza tal quale, debitamente svuotati, possono essere smaltiti in discariche per rifiuti speciali autorizzate, ai sensi del D.Lgs. 36/2003,** a ritirare il codice rifiuto **ad essi attribuito, purché rispettino i limiti e le condizioni per l'accettabilità stabiliti dallo stesso D.Lgs. 36/2003 e dal D.M. 27/09/2010.

Deletion? Here they talk about "deletion":
"§ 261.35 Deletion of Certain Hazardous Waste Codes Following Equipment Cleaning and
Replacement." Definitely sounds more probable!

I follow your reasoning dandamesh. Unfortunately, as in the example given by Fiona, the same phrase is used when the substance itself is to be disposed of.

It appears to mean "withdraw" in this instance, according to this source at least, which seems reliable:

"The substance, if disposed as such, can be disposed of in authorized chemical-physical treatment plants, pursuant to Directive 2008/98 / EC and to Legislative Decree no. 152/2006, withdrawing the waste code attributed to the substance."

My impression is that once a hazardous waste has been treated in accordance with legislation, it is no longer deemed hazardous and the hazardous waste code attributed to it can be withdrawn. Since there's no subject in your sentence, I'd use the passive voice
"... and the attributed waste code withdrawn".

This is indeed in the same context but I still don't understand why 'withdrawing' the waste code. Maybe I need to sleep on it!
