Hvala

In this case it’s actually “funds” (money), allocated by the government through a budgetary process. Thanks.

to earmark funds / xxx amount for

In UK it's used to say that some funds (part of some general funding) will be used only for a specific purpose, not for anything else.

For example in the budget for education XXX would be "earmarked" for recruiting more teachers.

earmark /ˈɪəmɑːk/ verb

past tense: earmarked; past participle: earmarked

1. designate (funds or resources) for a particular purpose.

"the cash had been earmarked for a big expansion of the programme"

Similar:

set aside
lay aside
set apart
keep back
appropriate
reserve
keep
designate
assign
label
tag
mark
allocate to
allot to
devote to
pledge to
commit to
give over to
hypothecate

designate a particular outcome for (someone or something).
"the yard has been earmarked for a complete overhaul"

2. mark the ear of (a domesticated animal) as a sign of ownership or identity.

Depending on the level of commitment to actually spending this money, some of the synonyms could be more appropriate.
