How to tell the difference between "easy" and "pro" questions:

An easy question is one that any bilingual person would be able to answer correctly. (Or in the case of monolingual questions, an easy question is one that any native speaker of the language would be able to answer correctly.)

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).

Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

A reasonable assumption would be that Asker wants to know what's exactly the "Civil Registrar General" in the Philippine's bureaucracy (THE, as there is only one for the whole country), to know what's the "job description".

Trying to understand first the ST before any attempts at translating? Wouldn't that be the usual reason for asking monolingual questions?

In Serbian it would be

"Начелник управе / дирекције за матичне књиге"

In Bulgarian it must be something similar.

BTW the "Civil Registrar General" is the big boss (thus "... general"), in charge of the Registry of all births/mariages/deaths in the whole of Philippines - in practice it would be signed by someone else "par procuration", or a clerk would just stamp the big boss's signature.

we usually just say "Registrar" as the title in English of a person who sign s the document but you can include Civil also and even General if that is how they are addressed in the philippines as Daryo's reference indicates (see Dbox)

Up to you. Officials can sign documents on behalf of/in the name of the Registrar.

Civil registration is a process whereby major vital events occurring in a population are officially recorded. Civil Registrar Chief / Highest office of Civil Registrar

If it is the title of a person, then it means the chief or the head of the Office of Civil Registrar.

Civil Registrar General could also be the name of a government agency. In that case, it means the Main office of Civil Registrar or the Highest Office of Civil Registrar. If this is the case, then the person signing the paper is just an authorized representative of that office.

Civil Registrar: a government agency where civil matters like births, deaths, marriages are registered and certificates issued.

Reference: the highest consulate of a country set up in another country is called the Consulate General. The head of a Consulate General is called the Consul General.
