permitted overhangs
These are the overhangs that are allowed to be ignored from the official footprint of the building. For example, overhangs such as the eaves are allowed if they are of certain dimensions, but overhangs that are supported by eg cantilevers or pillars, for example a covered porch at the entrance, count towards the footprint.

permitted overlaps
Sounds like it is a sub-heading and should be followed by a colon or comma in the text, which then explains the rules adhered to in any "permitted overlaps".
