Par contre, si on veut être plus pragmatique et cibliste, on doit traduire le concept que représente cette locution. Or, la fonction de « upon consideration whereof » est d’introduire le « dispositif » ou la « partie dispositive » du jugement ou de l'arrêt qui, s'appuyant sur les motifs qui le précédent, fait état du jugement proprement dit, comme le montre le Dictionnaire juridique suivant :

« Le "dispositif" est la partie d'un jugement ou d'un arrêt situé après la locution "Par ces motifs" qui contient la décision proprement dite. »
« Il convient d'indiquer qu'il n'existe aucune règle qui fixe la manière dont les jugements et les arrêts sont rédigés, c'est l'usage de chaque juridiction qui fixe la forme dans laquelle ses décisions sont présentées. »
Donc si on veut que notre traduction s’adresse à un public plus particulier, on pourra reprendre l’expression consacrée en usage chez le public cible à qui est destinée la traduction.
Je ne sais pas quelle est la formulation la plus courante en France pour entamer le dispositif d’un jugement de divorce, mais ici, au Québec, il est d’usage de voir : « Par ces motifs, la Cour... ». Cette tournure est aussi employée en Europe, comme on peut le constater selon ces quelques sources :

J'avais aussi pensé à utiliser ce terme, mais comme l'a fait remarqué Germaine, il n'y a guère de motifs dans le texte introductif qui est très court. Je sais que j'aurais dû peut-être m'expliquer plus clairement et souligner ce fait (texte introductif très court). Merci tout de même! |

Effectivement Germaine, ma suggestion est plus appropriée pour un jugement, ce qui ne semble pas être le cas ici. Quant aux motifs, j'ai cru qu'ils pouvaient être énumérés un peu avant, ne sachant trop si le texte était "complet" ou tronqué...
