It's hard to say if the original application has been amended and additions added too, or if the new application is being sent in again in its updated entirety
Rather than get bogged down with all this, I don't see why we can't translate the Swedish literally here as it sounds fine in English

Also, if this is related to clinical trial protocols, then the proper translation would probably be "protocol amendment", as suggested by Chris S.
