When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

I interpret that this refers to an indication at the beginning of the letter, asking to fill it respecting the delays. If you have more information on where this sentence appears in the letter we can look for the most adequate translation.

2) "Timely" is finely translated as "oportuno", i.e. "dentro de plazo", so I do not quite understand your misgivings regarding "oportuno". I personally prefer "dentro de plazo", but "oportuno" is not wrong.
