The standardized structure and approach that WHO has adopted to manage its response to public health events and emergencies, and to ensure that the Organization follows best practice in emergency management. WHO has adapted the Incident Management System to consist of six critical functions: Leadership, Partner Coordination, Information and Planning, Health Operations and Technical Expertise, Operations Support and Logistics, and Finance and Administration.

حوادث طبيعي نظير سيل و حوادث غير طبيعي حاصل از تجمعات و آتش سوزي در ايام حج تمتع دور از احتمال نيست و بيمارستان مکاني است که هم پاسخگو به بحران و هم آسيب پذير از بحران مي باشد. لذا آمادگي بيمارستان در برابر بحران مي تواند کمک موثري به کاهش تلفات حاصل از بحران نمايد. هدف از انجام اين پژوهش، ارزيابي آسيب پذيري سيستم مديريت بيمارستان مکه در مواجهه با بحران است. روش ها: مطالعه مقطعي حاضر در آبان 1390 انجام گرديد. در اين مطالعه از چک ليست استاندارد PAHO/WHO که براي ارزيابي آسيب پذيري بيمارستان به کار مي رود، استفاده شده است. اين چک ليست ميزان آسيب پذيري سيستم مديريت سوانح بيمارستان را در ابعاد سازه اي، غير سازه اي و مديريتي مي سنجد. يافته ها: در مجموع بيمارستان در سطح ايمني متوسط نسبت به بحران در ابعاد سازه اي (13)، غير سازه اي (86) و مديريتي (54) قرار داشت. نتيجه گيري: با توجه به متوسط بودن ميزان آسيب پذيري سيستم مديريت سوانح بيمارستان، در مقابله با بحران، لازم است مديران ارشد و سياست گذاران مرتبط تمهيداتي جدي درخصوص کاهش آسيب پذيري اتخاذ کنند؛ هرچند موسمي بودن اين بيمارستان شرايط خاص خود را براي اتخاذ تصميمات مي طلبد.
