Well, I've just looked at a couple of dictionaries and it's used for "adverse" effects
However, I did find one article where it is used positively but the headline was "the POSITIVE fallout of Coronvirus" |my uppercase]
Can you give us any references please where it is clearly used positively and without an adjective like "positive"?

Isn't "fallout" negative while the French source text is generally positive
