I suppose this is an abbreviation for Procedurë paraprake e Krimit. But I can't find anything to confirm my guess.
Context is a document from Gjykata Themelore Prizren.

Funny This abbreviation can be found "everywhere", including mainstream media. No explanation to be found. Isn't that funny? If it's used without explanation, it's because its meaning is already well known, right? And then, no colleague has a suggestion...
It's not like I'm trying to translate a code, a car's license plate, or a persons ID number. The guy who invented the abbreviation had the original meaning at hand.
Of course I can deliver without the explanation, that's what I did. I just put myself in an awkward situation by translating other abbreviations, for instance the one for the penal law and the penal process law. Somebody might wonder why this one should not be translated.
