Responsibilities.
4.1 Strategic Sourcing.
The Strategic Sourcing group shall oversee, set direction and provide leadership for all our company sourcing activities.
These include continuous improvement and exchange of best practices, and the selection and approval of vendors and contracts.
The actual purchasing operations are decentralized in the plants and Sales locations under the governance of the Sourcing Director.
4.2 Finance.
Partner with Strategic Sourcing on ongoing policy decision making process.
Develop, track and communicate metrics and KPIs on purchasing activities – including monthly reporting on policy exceptions by location and spend category to drive process improvements and policy awareness.
Serve as a point of escalation for Finance related questions related to purchasing activities.
Communicate changes and enhancements to this policy to the Finance community, and assess applicability with other Finance related policies (e.g. Travel & Expense policy, etc.).
4.3 Site Management.
In the absence of any local Procurement or Finance functions, the Site Management would develop, where needed, the supplementary purchasing procedures.
This procedure would follow the defined policies and also meet local needs and requirements.
4.4 Local Purchasing / Materials Manager and the Local Buyers.
The local Procurement teams may develop supplementary purchasing procedures in conjunction with the Site Management.
These procedures shall follow the defined policies.
He/she is responsible for the actual purchasing operations in the local site and documenting the actual purchasing process, e.g. purchase requisition flow and forms, purchase order generation, etc.

Our company associates shall abide by and comply with this Policy and also the local purchasing procedures (if any).
Our company associates should involve personnel from the local purchasing office or purchasing organization regarding pricing or contract discussions with suppliers.
