If it's the same as 'cincha de trincaje', then tie-down strap/ratchet strap might be right.

The reference below is used in horse-riding, not cars, but I thought it was interesting!

A girth, sometimes called a cinch (Western riding), is a piece of equipment used to keep the saddle in place on a horse or other animal. It passes under the barrel of the equine, usually attached to the saddle on both sides by two or three leather straps called billets.

Totally guessing here - my notoriously dodgy technical dictionary (Beigbeder Atienza) defines "cincho" as a girdle or hoop, and "trincado" as fastening/locking/lashing... So it might be one of these doohickeys.
