As usual stuck with abbreviations/acronyms. As far as I can see only appears once.
Could it be Volume Bas/Haut if it is a split level car park?

It seems that the cuvette combined with ventilation is most probably to do with heating and boilers, but this could be the case in a basement alongside the car park perhaps. I can't see it meaning "voie" as the car park is only on one level.

I find more examples of top and bottom ventilation than lower/upper.
I have three options:
1) Ventilation reservoirs in the context of smoke reservoirs, but I don't think this is your case because I don't see why extra excavation is required for the ceilings....
2) Recesses: I think the cuvette part could be the extra space where the ventilation equipment is located, and for which extra excavation is required extending out from the basic car park dimensions?
3) a "cuvette de ventilation" is in fact a ventilation grill (try Google images). But this doesn't explain why it needs extra excavation.
