I have a hard time figuring out what is "educateur de milieu", but more particularly "milieu" in the context. This is a Court of Quebec decision in a domestic violence case with children being at risk. There appears also "intervenante de milieu" at some point in the document, but still cannot think of a satisfactory translation for "milieu". The document is for the Child Services in Alberta, Canada. Below phrases provided for better understanding of the context.

Les parents s’engagent à collaborer avec le Directeur, à ne jamais utiliser de corrections physiques, à recevoir une intervenante de milieu si jugé nécessaire.

Le Tribunal ordonne la présence d'un éducateur de milieu et des visites surprises à la maison.

En conséquence, vu les rapports soumis et la preuve révélée, LE TRIBUNAL: PERMET la présence, à la résidence des parents, d’un éducateur de milieu si requis.

To Asker See page 40 of this document from Université de Montréal ( https://papyrus.bib.umontreal.ca/xmlui/bitstream/handle/1866... ). An "éducateur de milieu seems to be a teacher (or school counselor, I believe) that provides in-the-home services to children who experience difficulties. I am not sure how to express this concept in English.

"intervenant" is basically a professional intervening in a situation of neglect/abuse

"de mileu" I think could be considered as intervening in the particular locale/situation, whether this is in the home, foster home, care centre, etc.
I couldn't find anything appropriate on Termium which is strange..

but maybe "community care(giving)" might work in English?

this is referring to abused/neglected children, not "special needs" children so social workers/caseworkers will be involved..

Yvonne, I went with caseworker, thank you so much! For "milieu", rather than "community", a friend suggested "in-home" but given my context "caseworker " fit perfectly.

field instructor

I'm thinking that it could possibly be translated as a 'field instructor' that many DCFS facilities utilize on their particular teams.
It could very well be a social work term.

Special needs teacher

Based on Marco Solinas comments and insight, that corresponds to what we call a special needs teacher in English (I know because I do yoga for special needs, so interact a lot with these people).
