So I understand the meaning, these are contracts given on jobs that used to be done by a state enterprise, but can't find the correct translation.

The Quora reference should give you some pointers. Basically, "legacy" used as an adjective means something "inherited" or passed on from a previous owner or operator, in this case some kind of network link/connection.
