Registration index number is an alternative way of referring to the registration number or index number, i.e. the number appearing on the licence plate of the vehicle. Index number tends to be the term used by the police and insurers.
From the OED:
index number n. ... (b) a number in an index; spec. the registration number of a motor vehicle.
index plate n. ... (c) a plate bearing the registration number of a motor vehicle.
The van is a marked police vehicle, a Vauxhall Vivaro make and model and has a registration index number of AY16CVG. It is not clear exactly when the van was stolen. No members of the public have been hurt.
