This is from a health and safety document and appears in a section on using ladders.

Escalera manual - Normas procedimientos
- En las escaleras de tijera no se subirá al último escalón.
- La escalera no tendrá suplementos y menos soldados.

It sounds like spoken speech to me, not what you'd expect to find it in a formal SOP or similar document.

"The ladder must have no add-ons, and certainly/definitely no welds"

I think I'd translate it as just "The ladder must have no add-ons or welds"
