I opt for this interpretation rather than the strength of the individual worker because if the latter meaning were intended, some other wording would have been chosen, such as כח העובד

Having seen your answer, I actually agree with you for this question but Human Resources actually means a lot more than just manpower. It also includes working conditions, benefits, health and safety, hiring policies, job specifications, and more.

Human Resources Regulations

The Hebrew word תקינה has different conjugations (תקן, תקנון) which do not substantially difer. English synonyms include "standardization" or "standards", "policy", "norms", "rules".

Looking at the website - it seems like regulations are much more about laws protecting the workers. This case is specifically about setting staffing standards for a government service.
I think "regulation" may cover some of it, but the word "regulations", to me, is more about rules and procedures, and that's not what the text is about. I remember in the army the issue of תקינה is constantly discussed, particularly in terms of how many soldier or officer positions would be authorized for a particular unit...

Thanks! As for your comment, the commonly accepted and updated Hebrew term for "כוח אדם" is "משאבי אנוש". And the aspects you mention are, precisely, the "Regulations"
